JAPAN'S DESIRE FOR A HYBRID CONFERENCE


While certain states desired a political conference and others, a meeting strictly focused on humanitarian issues, Japan proposed a hybrid conference, prioritizing humanitarian problems in theory, yet dealing with political issues in practice.


The Reply of the Government of Japan to the Questionnaire of the United Nations High Commissioner for Refugees

  1. The Government of Japan agrees to the proposal for a Conference and actively supports the convening of such a Conference.
  2. The Government of Japan will actively participate in the Conference.
  3. The Conference should not only deal with the humanitarian aspects of the problem but also with the political aspects of the problem. (Affirmative reply to 3.(b) of  the questionnaire.) It is essential to consider the problem from a political angle since any solution to it would demand restrictions on the outflow of refugees at its source and also the national security of the neighbouring countries giving temporary asylum must be taken into account. The Conference, however, should be designed to avoid discussions of a highly political nature on such issues as the responsibility for the war in Viet-Nam and the Sino-Viet-Namese confrontation, because otherwise such discussions might well take up the whole time allowed for the Conference. 
  4. Not applicable.
  5. (1) It would be desirable to have the participation of the member countries of the UNHCR Executive Committee, the Asian countries of temporary asylum, the countries from which Indochinese refugees are coming, the countries of resettlement, the Soviet Union and China. (The Government of Japan would also agree to a proposal, if made, to invite the participation of the Latin American countries which might be involved in the resettlement. It would not be advisable to extend the invitation to other countries in Africa, the Middle East, South and West Asia.)

(2) Bangkok would be the most suitable venue of the Conference as the discussions at the Conference should amply reflect the views of the countries of temporary asylum.

(3) The Conference should be held as soon as sufficient preparations can be made to ensure its success, possibly in the middle or in the second half of July.
